House and Senate negotiators reached agreement late last night on legislation to provide Trade Promotion Authority, establish a market-opening agenda for the country, and expand assistance to workers dislocated by global competition.

The breakthrough occurred when House Republicans abandoned their opposition to the generous adjustment assistance provisions, including health insurance, in the Senate bill.
